Ontario Home Renovation Savings Program (HRS)
Heat pump: up to $7,500 (electric, oil, propane or wood heat) or up to $2,000 (Enbridge gas heat) / Attic insulation: $1,250The main active rebate program for Ontario homeowners in 2026. Administered jointly by Enbridge Gas and Save on Energy (IESO), the Home Renovation Savings program offers up to $7,500 for an eligible cold-climate air-source heat pump in homes heated with electricity, oil, propane or wood (up to $2,000 for Enbridge gas-heated homes), up to $12,000 for a ground-source heat pump in non-gas-heated homes ($3,000 for Enbridge gas-heated homes), and $1,250 for standalone attic insulation. No pre-upgrade energy assessment is required for single-upgrade applications. Bundling multiple upgrades in one application increases rebate amounts and requires a pre-upgrade home energy assessment (a $600 rebate offsets the assessment cost). How it works: confirm eligibility at homerenovationsavings.ca, then your participating contractor must submit a pre-installation application and get approval before installing - installs done before approval are not eligible. After installation the contractor submits the post-installation application.

Low-interest loan up to $125,000 (Toronto, postal codes starting with M)HELP is a City of Toronto program (not Toronto Hydro). Eligible Toronto homeowners can borrow up to $125,000 for energy upgrades such as heat pumps, insulation, windows and doors, and repay through their property tax bill. It is a loan, not a rebate - you can combine it with rebates such as Home Renovation Savings. The City says its separate HELP incentives are fully subscribed.
